Applications invited for OECS position

NIA CHARLESTOWN NEVIS (MARCH 26, 2015) –The Organisation of Eastern Caribbean States (OECS) Regional Coordinating Mechanism (RCM), through the Nevis Island Administration’s (NIA) Ministry of Health, invites organizations to submit proposals to be considered as a Principal Recipient (PR) for the Global Fund grant funds.

The OECSRCM is seeking to appoint a PR based on specific criteria, which include the strength of the proposed implementation programme and the capacity of the organisation to function as a PR according to Global Fund requirements.

The focus areas and proposed activities are Prevention programmes for key affected populations; Treatment care and support; Tuberculosis (TB)/Human Immuno-deficiency Virus (HIV) Co-infection; and Health Information Systems and Monitoring and Evaluation.

In order to achieve a competitive score for organizational capacity, applicants are required to have Financial Management and Systems; Programme Management Capacity and arrangements; Sub-recipient management capacity; Pharmaceutical and Health Product Management Systems; and Monitoring and Evaluation Systems.

In addition, the applicant should have audited financial statements for the last three years; implemented a grant agreement with a recognised international partner within the last two years; and experience in disbursing funds and overseeing the performance of grants sub-recipients

The deadline for submission of a fully-completed proposal and budget is 4:30 p.m. on April 2nd, 2015. Applicants should also submit a hard and digital copy of the proposal, with the budget in Microsoft Excel format on a compact disc (CD) or flash drive in a sealed envelope to the OECS RCM Secretariat.

A hard copy may be sent to the Chair of the OECS Regional Coordinating Mechanism, Ministry of Health Heraldine Rock, Building Waterfront, Castries St. Lucia, while a digital copy may be sent to oecsrcm@gmail.com
